California E-Bike Law

California e-bike rules by city

Last verified October 14, 2026·Edited by Stacy Yamaoka Anderson

California has no statewide sidewalk rule for e-bikes and no statewide minimum age for Class 1 or Class 2. Both are decided city by city. Of the 46 jurisdictions tracked here, 40 have adopted local e-bike rules that go beyond the Vehicle Code. The rest default entirely to state law.

Every entry links to a page that cites the municipal code section or numbered ordinance behind each rule. Where a city's rule is documented but its code citation could not be confirmed against an official source, the page says so rather than guessing.

How to read this table

Sidewalks reflects the local rule for e-bikes specifically. Many cities have an old ordinance that bans "bicycles" from sidewalks without mentioning electric bicycles at all — those are marked as a restriction only where the code names e-bikes or where the city enforces it that way. The distinction matters: a code that predates the 2015 class system may not reach an e-bike on its face.

Class 3 is where local rules diverge most. Under state law since AB 1909 (2022), Class 3 e-bikes are not banned from bike paths — but many cities and nearly every regional park agency restrict them anyway, and those local restrictions are generally valid on trails.

Min. age shows "State law" where the city has adopted nothing stricter. State law sets no minimum for Class 1 or 2 and a minimum of 16 for Class 3 (Veh. Code § 21213(a)). Under-12 bans exist only in cities that opted into the San Diego County pilot, and Marin's under-16 Class 2 rule exists only under its own pilot statute.

Scope

This table covers cities with documented e-bike rules plus the largest cities that have none — because "there is no local rule in Fresno" is a real answer someone needs. It is not a complete list of all 482 California cities. Regional park districts, which often impose the strictest rules a rider will actually encounter, are tracked separately under trails & parks.
